The word Tzoumerka is used primarily as a geographical term. The territory consists of 47 communities that stretch along the mountain range of Pindos. From an administrative point of view these communities are regulated under the prefectures  of Ioannina, Trikala and Arta. Their integration into the Greek state was gradual  starting from 1881 when Arta became part of the Greek state and  the Arachthos River became a defining border. This resulted in neighboring communities such those of Syrrako and Kalarrytes to be on opposite ends of the border line.

Relationships among communities were established due to trade, exchanges of goods and the land’s geomorphology. These conditions create a sense of unity  especially among sheep farmers which is the main professional activity. These conditions also set out the relationship terms among communities. For example, the relationship between the people of Gardiki, Matsouki and Pramanta was based among other things on the reciprocal use, whether formal or informal, of summer pastures. On a symbolic level, relationships are reflected in the joint participation of community residents in religious fairs.
